Real answer is there is no reason you can't bulk on candy. Empty calories are still calories and will still help you bulk; so long as you get enough protein, you can bulk on any food and build muscle.
Now obviously this is unhealthy, but that's not the question. And bulking on alcohol is a bad idea because alcohol inhibits protein synthesis. If you drank non alcoholic beer to bulk then that would be perfectly fine.
