I'm a skinny guy, but my stomach sticks out like this when I push it, and if I'm relaxed, or suck it in, only the bottom half goes away but the top half stays bloated (above the belly button to below sternum) like there's a ball under my skin. Is this my stomach?

I also have a bloat at the stomach region above the belly button.
I attribute this to visceral fat and ab/ribcage issues since my bodyfat is below 10%.
Shit sucks, and I just do stomach vacuum as often as I can to counter this issue.

You have zero abdominal strength so there's nothing to hold in your gut.
I used to have this issue too OP. Your lower back and gluteal muscles aren't strong enough to hold your hips in the correct posture, so they tilt forward. I'm 1.5 years into lifting and the problem is completely gone for me. Look up hyperlordosis stretches, and make sure you do deadlifts, rows, and squats.
