posture is everything senpai. Look at the original pic, you can see the dude's neck is at a 45 degree angle, dat's bad posture.
Pull shoulders back and down. Then at the part of the skull where the top surface of the skull meets the back surface of the skull, pretend there is a string attached to that point pulling up.
This will improve posture greatly, once you understand what you are adjusting you can reduce things like double chin and make your chin more proportional to your face.

Breath through your nose, tongue on the roof of your mouth, chew gum, don't eat soft stuff only, correct your posture. You can partially reverse the processes that degenerated your chin. I remember a TED Talk of some dentist talking about that issue. It's usually not determined by genetics, it's a developmental disorder of the jaw caused by bad posture, weak chew musculature, mouth breathing etc. Healthy, well developed jaws don't look like that.
