However, women do have the slight upperhand in that their testosterone is not limited, but whether this is enough to overcome their biological disadvantages against men is to be seen.

Assuming they are doing their treatment correctly, and they should be for this to be allowed, then they'd actually be at a disadvantage rather than an advantage. Her testosterone levels will be lower than a normal woman's, and that's before all the other fun effects of her transition.
