Exactly my thoughts. Every casual I've ever seen thinks you need high rep low weight 24/7.
Meanwhile, they do their sets and it's obvious they are exerting practically no effort whatsoever because they've stayed at the same weight for the last 3 years and haven't actually tried increasing the resistance and/or eating more.
