I have no idea. I can hold them, but it feels like I am not using my glutes at all. If I squeeze my glutes at the top just like I do for planks, it feels too hard.

Some people just have small ass-genes. Do your squats with proper form and clench your ass on the way up. If that's not doing anything, there's no helping you, just go get ass implants like a two-bit whore.

Hip thrusts and weighted bridges. If you somehow can't do those, bird dogs and donkey kicks/reverse leg lifts. Supposedly activates glutes more than even weighted squats because of the angle.
Squat with good form, good form lunges focusing on the down movement instead of forward movement, straight leg deadlifts. Doing every variation of heavy ass deads made the difference for me personally but if you do all these things you can't possibly not get results.
When I squat i go down until i feel pressure on my toes, then i come back up. The reason behind this is because im not flexible enough to do an ass to grass squat.
How do i stretch those areas so that the only thing holding me back from a proper squat is weight?
