The reason you don't see fit women or athletes with hips that are wide as fuck is because there's not much fat on their body at all. You're literally saying that the reason women with lower bodyfat have lower bodyfat is because having low bodyfat changes hormones which give them different fat deposits. It makes no fucking sense at all.
The reason they have a "fat ass" is because it's very easy to train that area, so the muscle under the thin fat layer makes the overall area look bigger, whereas on the hips, there's not as much potential to train them in order to be huge, so the lower overall fat levels makes them appear smaller.
It's not great for fertility reasons if a woman has super low bodyfat, but even being around 12% isn't going to shut down their hormone production, that's ridiculous.
