Lift while you lose weight so that your skinny bits don't look shitty.
Meanwhile, it may just be that your midsection fat will be the last to go. Men tend to store fat in and around the belly, I think, even befire you account for the differences among individual men.
Think of how low some people's bf% needs to be before abs are visible. Your belly may not start slimming significantly until you reach sub-22% bf (I am assuming you are a fatasfatass).

Keep at it. Nobody gets their desired physique in a matter of months. It takes years of dedication. Don't over-do it, you'll get bored and lose interest and think it completely failed.
Get into a good long-term routine you can keep at. 200kcal deficit is nothing but over 6 months adds up to a huge amount.
