You do realize in real life you can't spec one without the other right? Like, after a certain point of dumping attribute points into say strength, you stop making additional gains until you start putting points into dex, int, spr, and soc.
Keeping balance in your attr tree is important, otherwise you risk injury, fatigue, poverty, depression, and loneliness.
DEX build + Great Scythe is GOAT in Dark Souls 1.
For Dark Souls 2 I'd say just put all your points in Adaptability, Endurance, and Vigor with just enough STR and DEX to use Lost Sinner's Sword.

The only one of some repute I ever managed to beat with a STR weapon was /dsg/'s Cassiexya fucking ages ago (read: before he got gud) by a stroke of luck with a SLB Demon Great Machete.
The heaviest I ever went after that was poise tank motherfucker with the Black Knight Greataxe, but that one has a great deal of DEX required to use, so I wouldn't count it as a STR weapon.
Later on, I took to using the Painting Guardian Sword on my pyromancer and had a blast of a time, but anything else DEX was just painful.
