have you had your hormone levels tested?.
it's always an option to cut your bf% until it's used up - I'm sure there's a lot of information on bodybuilding.com's forums about how to lower bf% safely since it's standard stage prep (or at least minimising the risks). Low bf% might be rough on your hormone levels in the short-term but if you're in a normal male range before you cut maybe when you add fat coming out of the cut it will be on your stomach.
I'm only throwing out ideas, though - it might be that once your hormones are in a normal male level (or higher than normal since I think most men are overweight or obese, sedentary etc.) maybe the fat will redistribute but it seems unlikely to me.

I'm being 100% serious when I say stop training legs for a while. Unless you're competing... doing squats every other week is fine; just work on stretching, mobility, flexibility, athleticism for the lower body and you will be ok.

Training legs actually helps getting cut, doing heavy squats or heavy pulls burns a lot of kcals. He shouldn't decrease his leg volume unless they're overdevelopped.
