Signed up at the local civic center today for 20 bucks a month which aomt bad but holy shit the equipment is terrible. I'm on tennessee And my options are extremely limited. The gym is a really small square and packed. And its a 1 year contract. Or I can sign up at an anytime fitness for like 35 a month with a 1 year contract. Thoughts?

If one doesn't like their gym the motivation to go can slip away rather quickly for your average person. I'd go with the nicer gym being clearly the rat hole place bugs ya. You don't want to lock in a year at a total dump to save $15 a month or so.
some people really like the gritty basement sort of gyms and others really can't stand them. I also doubt very many women are going to be at the rat hole place.

If you hate your gym, Anytime Fitness isn't horrible depending on the location. They're locally operated for the most part so it really depends on where you go. My girlfriend's is operated by a powerlifter and a bodybuilder so they've outfitted their gym with good equipment and aren't annoying about noise or chalk.
Plus, you can literally go to any one in the country at any time of the year/day. If you travel and are dedicated, that's pretty good flexibility.
