Maybe, since high test women look like they'd be able to carry healthy babies, high est men look like they'd be good fathers? I've noticed that when I'm ovulating, I'm very attracted to men who are kind, and open. It's the combination of masculinity and sweetness that I find attractive. I also have a pretty low sex drive, especially for my age, so I'm pretty sure I don't have a lot of testosterone. Also, my body type seems to correlate with a high amount of estrogen.
Estrogen doesn't make women horny. Testosterone is the main horny hormone. But estrogen is what makes women receptive to having sex (makes them more lubricated, makes their vagina more habitable for sperm). It'd make sense that high-est would be a man that a woman trusted to stick around. An alpha man would be high-test, someone that a horny woman would want, not a more feminine woman with more estrogen.
