if you are wearing a sleeveless shirt to check your delts to make sure your side lateral form is on point, and you aren't engaging your anterior head, then there is no such thing as too small.
if you are wearing it to show off, be close to the natty limit (even then you want a pump, look how dyel mike looks in that pic, even though he is basically natty limit) or on gear.
