My wrists went from 8.5" to 6.5" after losing 155 lbs. Most people with 8 inch wrists are fat. I saw a study done on members of the army, so these guys were all a healthy weight, and the average was 6.5" or something. I think 99th percentile was 7.5 or 7.75".
So a guy with an 8 inch wrist who isn't fat is incredibly rare.

I am that guy. When I started lifting I was 6' 175 so skinnyfat I couldn't do a pushup but my lifting friends complimented me on my calves. They were 17". Currently 6' 200 with 19" calves I don't work them.

Found the study. Go to page 153 of this document. These studies are all on military personell. Look at the western countries.
50th percentile is around 6.75" for all of them, and 99th percentile is around 7.75".
