I do 10 miles a week, and run at a 7min/mile pace.
If anything my legs have gotten bigger.
I focus on good form though. I focus on bouncing off my calve muscles. So my calves have gotten bigger as a result.
Also hills are great. they build your legs and lower abs.

No and honestly you should be doing 10km a day otherwise your cardio is basically useless.

i'm ramping up to something like that. i'm just coming back from a long period of being sedentary and losing pretty significant weight (mostly muscle and connective tissue, since i never had much fat to begin with)

You may have better luck doing sprints instead of simple low intensity running
Better yet, you can do bike sprints and develop monster quads
To answer your question, you WILL NOT develop muscle mass just by doing an AEROBIC exercise alone. You must include higher intensity ANAEROBIC exercises like sprints or weightlifting to build significant muscle mass. And of course enough carbs, fats, and protein, with an emphasis on carbs since that will be your primary energy source during your exercises.
