I've always had a relative large ass thighs/small waist ratio, as a chubby size 12/14, and now as a fit size 2/4. Ass is mostly genetics, if its not there, you're not magically going to build one. My ass is more perky and not as much cellulite because I'm not fat anymore, burly its still relatively the same size. The best you can "build" is ass muscle, which onltly takes you so far(and an ass of mostly muscle is going to be hard and still tiny anyways). Measurements now I'm 35-25-36.5 with 22 each thigh. Relative ratio of my body is the same as when I was big, everything is just smaller.
The best advice I can hope you get is to do the best with what you have. If you have a non curvy body just go for the cute athletic waif look, still aesthetic in its own right. Don't try to force your body type to change, go with what you have.

Best you can do is develop your glutes but if your body doesn't store fat there, you'll just have a relatively small muscle butt, which is not what most men are interested in when they say they like ass.
