I would agree with that sentiment if it applied to the series as a whole and excluded this one scene. The Godzilla music for everything else just feels really unfitting.
I for one prefer the English dub for all of it's quirkiness and nostalgic value.
But this scene feels like it was delivered better in the Japanese dub. The dragon roar that accompanies Gohan's scream and the music sold the overall tone of that moment.
We'd seen his journey and watched him turn into a man in right before our eyes. That's what the scene was supposed to capture. The English dub, while decent, simply falls short of this.

Yeah, that's something that bothered me a lot too. Sean Schemmel is much more fitting for Goku, but the English dub is not without faults either. There is a lot of dialogue that seems really excessive and corny, and that doesn't really get better until the buu saga.
