Is there a condition that prevents you from losing weight?
I'm sure of the opposite, but i have a friend that is a chemical engineer (he's a no bullshit kind of guy) and says that a friend of his had a condition that had something to do with cortisone that prevented her to lo weight, and when that condition was resolved she lost weight very quickly

No. If you eat at a caloric deficit you WILL lose weight.
Though, Daily caloric requirements may vary from person to person and some medical issues might cause your TDEE to change, making it harder to eat at a deficit. See hypothyroidism for instance.
