Turns out the "freshman fifteen" is a real thing. Anyway, there's a preddy decent gym at my college that I can use for free and I was wondering, what is the most efficient way to lose fat, preferably with little effort.

Most time efficient would indeed be liposuction.
Most time efficient without lipo would probably be a very carefully maintained diet with a moderate endurance conditioning plan, basically maintain an elevated heart rate for 2 hours, three times a week. Running is a good way to do this, but so is swimming or a rowing machine, elliptical, or ski machine.
Most efficient in terms of likelihood of being effective would be to eat less, maybe do some very mild exercise along with it, like 20 minutes of swimming three times a week.
Personally I think you should do a beginner's strength program. Cut fat after if you still think you're 15 pounds too heavy, it'll be more efficient since you'll have more muscle burning calories.

look into kinobody, and start intermittent fasting.
this is the best way to create a caloric deficit.
you can do cardio after you fill up.
don't even need a gym for that, just need a space to do cardio (an empty bedroom, for example).
you are going to want to lift to retain as much muscle as possible.
you are also going to want to eat high protein (.8g/lb or more) to not only maximize protein synthesis, but to prevent protein breakdown.
