just back from my gym and noticed there's a pulley attachment

just back from my gym and noticed there's a pulley attachment gym bar with the bit to attach the cable only at one end. Its a bit like the pic attached except the loop is all the way to one side. What is this called? Or what is it for?

OP here - the pic I used is of a straight bar but I cant see any examples of what I'm talking about on that site. the loop is at the end. I'll try drawing it:

saw it once, a baseball player came to gym bringing that thing like 1m bar with a metal loop at the end, he warmed up did some standard exercises after that he attached that thing to a cable machine and start like swinging it like it was a baseball bat from different angles
