My theory is because of the use of a mouse for 8+ hours a day, the right arm is less flexible.
I do it with my left hand so it feels like someone else is doing it.

I have noticed this, try touching the bottom part of your wrist with your pinky/ring finger with your dominant hand, now try it with your non-dominant hand.
I can only do it with my dominant hand unless I use the other hand to force my non-dominant one.
Also, I am same as OP. I can do it the pic easy with my dominant hand high, non-dominant low, can't do other way around, and trying to get my dominant arm high enough up my back to do it the other way around hurts.

I just started lifting and am trying to learn the squat, still using bar. I noticed when I try doing it I cant keep my right shoulder up and the bar always ends up leaning to one side slightly

You can use a towel or a rod of some sort. I use a broom handle.
Just make sure to pull both up and down for both arms. You'll feel a stretch in your front delt on the up and your triceps on the down
I think i could shake my hand when I was younger. Now I can reach my fingertips with right arm up, but cant really get close with right arm down. Always been doing a lot of mobility stuff, yoga 1-2 times per week etc.
