Spartan IVs were a waste of space and story. They could have seriously fleshed out the ODST characters more. They didn't really make much sense in the Halo storyline either. The UNSC spent loads of money on things they didn't need. Follow the ODST path. No enhancements, just beast.

True, but for regular guys like me, they are a physical, if not attitude, ideal I can aspire towards. Remember, the Spartan IIs all had top-tier genetics, and they received enhancements at the onset of puberty and have trained since childhood. The Spartan IVs were average joes who trained until they were the best, and then took it to the next level.
Even if the Spartan IVs are an inferior class of Spartans, they represent the best that a normal person can achieve in the Halo universe.
