I want to strengthen my lower back because I've been having issues with squats and deadlifts.
I know isolation movements can't replace compounds. I'll be doing this in addition to compound lifts, not instead of them.

Sounds like you need one of the following
>Good mornings (I'd highly recommend these)
https://www.youtube.com/watch?v=D6SVzzXKsdg
>Back extensions with a plate or small barbell.
If its lower back pain you're dealing with buy a foam roller and/or lacrosse ball and foam roll and stretch
>glutes (this is probably what's causing your lower back pain)
>hip flexors
>hamstrings
>groin

My gym doesn't have a back extension apparatus.
Are good mornings safe? I've been told they're dangerous and put you at risk for lumbar injury.

Ugh, this stupid meme again.
How do you strengthen a muscle? You work it under load. What do machines do? Work muscles under load.
It's not like your body magically decides not to get stronger because it recognizes that you're using a machine.
Obviously, you don't want to base your entire routine around machines because the range of motion and bar path is inferior to that of free weights.
There's nothing wrong with using machines to isolate weak points.

>meme
Its not a meme it's a fact. Machines are inferior to free weights in every way. If you can put a muscle under load in some way with a free weight you are better off than using a machine
