They don't look full because they hang more and more as you get older. Imagine that someone you took the upper skin of your breast and pulled it upward, that would make your breasts look rounder and fuller.
Unfortunately you can't do that without surgery or clothes.

Dont cut, cutting is why female athletes lose their tits. eat a surplus so you can put on muscle, but try not to get much fatter.
Stop wearing a bra. Wearing a bra weakens the ligaments and muscles that are made to hold up the titties, causing them to sag more. Yoga is always useful to add to a fitness routine, doing it braless helps train your body to carry your tits (this is especially helpful if you are large).
