I never lift by the way, used to do bench press, deadlift and squats a few years ago but haven't done shit since.
It's better than nothing but it's far from efficient.
But yes if you exert yourself and use the element of progressive overload in some way(weight or reps increase) you will build muscle

My question: Will doing cardio and eating at a deficit alone be sufficient to achieve this humble goal?
depends on the cardio. Swimming will probably give you a decent skinny body and the fat part will depend on your diet.
If you decide to run instead you'll probably end up with a skinny fat fisique and if you do diet a lot the best scenario is gonna be skelly mode.
Just lift mate I was between skelly and skinny fat and after 2 months my body changed entirely.

Asian here. Should I even bother lifting being asian? I feel like my race are just built to be skeletons. Like, being stronk and bulky just makes us look ridiculous cause we're naturally cute so any effort to getting houge just makes us look like an orc with a babyface. It's a shame cause I really do love lifting, but my penis is starting to look disproportionately small compared to my bulky build.
I was really looking forward to seeing my numbers go up but I'm just not built for it. Gotta start my lifelong cut now :(
I know a couple of asians friends of mine who went from being 150 lbs to about 185lbs and strong by lifting.
Asians seem to have weak legs but good chest and ab genetics once it is brought out with lifting.
I think you people are so skinny before lifting because you just don't eat enough protein.

I'll be honest and admit it's just jealousy but it still triggers the fuck out of me to see women rate ottermode bodies as 9/10 and then rate more muscular bodies with a bit more bodyfat as 7/10 because 'too bulky' or 'too big'
