Im 5'10", was at 286 lbs and 40% bf (sadly i dont have any Pictures of that time) then changed my diet and went to 191 lbs, 22% bf in 1,5 years.
Now im at pic related, 164 lbs and 13~14% bf, lifting and cutting for about 5 months.
Should i keep cutting? Or should i start a lean bulk?

1 pound = 3500 calories. So 500 calories per day deficit equals one pound lost per week. That's a good, steady, moderate pace that pretty much anyone can do without needing too much willpower.
(We Americans invented being fat so that's why weight loss is measured in pounds. You'll have to convert the units yourself.)
I think deadlifts are straining my tendons. After I did my first set my inner forearms were a bit red and irritated. after the second set it was beat red so I know it was the deadlifts. Has anyone else experienced this?

You're gripping the barbell improperly probably. It also sounds a lot like you barbell position might be off, try pulling it closer to you before you lift. You should also consider trying farmer walk to see if it could be an endurance issue.
I have a bit of a background in Exercise Science, some anatomy/physiology and Kinesiology with some nutrition aswell. I am looking for a career that I won't have to go to a University to complete because I don't really have much money to spend on it. I would rather go to a nice community college somewhere near me. I have to find one in a state near me though so I can look for apartments there. Tennessee/Indiana/Illinois/Kentucky.
I am wondering though, career should I pick? They both make similar money. Is a LPN the same as a CNA? I hope not..
