Looking to get an exercise bike for myself and would like some input. My budget is $500 max. I know that's not a lot but any advice would be greatly appreciated.

It depends entirely on your skeletal structure senpai. People like Henry Cavill and Matthew Lewis looked like shit in their adolescence because they had a bunch of fat on their face. Once they got older and dropped the fat, they became 10/10s. However, if you don't have cheekbones or a jawline, then you're pretty much gonna have to deal with what you've got.

How much body english is reasonably acceptable when doing heavy bent over barbell rows? Is it possible to eliminate it completely?
I've heard that no more than 30 degrees is acceptable.
I like to stay as parallel as possible, even if it means keeping my knees bent quite abit

Should I be relieving the slack as well like a deadlift ?
Depends on the style of row, I do sort of pendeley rows but once you get above body weight it is harder to have no movement so I sort of jerk the weight off the floor really quickly with a bit of hip movement then pull hard as fuck, been noticing lots of thickening in my upper back since I stopped being so strict and moved up in weight. I'm up to about 120kg at bw:78kg. I think Pete Rubish does them like this. When pendeley teaches them, he mentions you need some momentum and hard arching of the back as you pull.

When you have a pump and you look big and juicy compared to your normal state, roughly how many more months of lifting will it take to "catch up" with your pump? Assume you're doing a slow lean bulk so you don't get fat as well.
depends on your training age. the longer you've been training the longer it would take. but by then you will want to look like your new pump-look. in other words, your pump-self will forever elude you.

Yes, they are great, especially for pull-type of exercises (pull ups, face pulls, lat rows, bicep curls etc). I don't like doing legs with them at all, but you can use it as an ab wheel perfectly fine (look up ab wheel to see the type of exercise I mean). Also I don't like them for push-type exercises. It's really nice for the triceps and shoulders, but for the chest I can't really find anything that gives me the right pump.
I don't know about your workout, because I don't know...
