That's not how thermodynamics works. Building muscle requires a surplus of energy. Losing fat requires an energy deficit. Now there are grey areas where you CAN lose fat and build muscle, but those grey areas exist because fat is essentially just energy and the loss of fat is what supplies the energy to build the muscle.
Now you could get the perfect amount of calories to build muscle and not gain any fat, but that's very hard to do efficiently. What happens most of the time is...
