I did a deload week since I failed 110kg bench 3x3.
Today I want to start building up from 100kg 5x5 again and failed miserably on the 3rd set. The incline Dumbell press also feels heavy as fuck. The fuck is going on, should I just continue to try and the strength will come back? Or was the deload week and not enough? I did almost nothing that week.I'm not cutting btw.

u got it wrong. You should have reset 5x5 with 93-95kg... also if you are reaching natty limits for linear progression you should consider drop some volume. 5x5 is stupid if you want recover faster.

i just started lifting, 6 feet 150 pound skeleton.
right now i'm doing this 3 times a week:
Low bar squats 3x8
power cleans 3x8
seated rowing 3x8
lateral pull down 3x8
deadlift 3x8
bench press 3x8
chest press 3x8
pectoral machine 3x8
OHP 3x8
abdominal crunches 3x8
i've been able to increase weight for the last week, but that's probably just beginner gains.
i've heard some people say i should do power cleans 5x3 instead and 1x5 deadlifts, also...

Your grip strength is a good indicator. If your grip is failing doing stuff you'd normally do relatively easily, then it's time for a rest day.
Vertical jump height is a good indicator as well, but more useful if you're training more as an athlete.
