Im building this "rotating cell" structure here soon. these are my latest plans so far.. do you guys see any reason why this wouldnt work?
it needs to be really stable n rugged

It would help a lot if you had some sort of counterweight at the top opposite the cell. Having it cantilevered out somehow will be extraordinarily difficult to connect to your frame, since the moment from it not being balanced will cause high stress at the bolts/screws.
Also, it may sound weird, but the fact that it is cantilevered out will cause higher friction than if it was twice as heavy and balanced well, causing it to not swivel as smoothly.
As for how to build it, don't connect the three boards together at the top. Have them connect near the top of your center support with the cell connected directly to that. It will be easier, more stable, and stronger.
