Seems kind of concerning that the bowed beam is being held by what looks to be a completely unsecured block, wouldn't hurt to shore it up with a couple 4x4's wedged in there.

Looks like you could remove the joists, put a baseboard on the cement, reinstall the joists directly over said baseboards, then wedge/nail in shims made from a 2x4.
