animation stand still has their personal edition for free. haven't played with it in a while so I dunno what all it does now. used to be the only restriction was the overall size.
I had a cracked version of toon boom studio years back, it was awesome for doing this stuff. it's subscription-only now.

Check /ic/. Krita is a bit unstable under some circumstances but there's good shit to be done with it considering the new animation features in 2.9. Pic related was done in Krita by some french animator.

look up student editions. usually pretty much the same but with watermarks and you often can't transfer files over even with a paid for version. I know maya has one.
Firealpaca is free and has a mode for animation. However you cant export it as video, it's exported as images where you can import into a video editing program and make a video with that.
