Almost definitely no, at least in the US/from US suppliers. That bit of spectrum is pretty closely guarded by the FCC

What exactly are you trying to do? Rewiring up buttons, speakers, and mics is trivially easy and not very useful unless something broked. If you want to add new functionality, it'll be pretty difficult because it means repurposing connections, modifying drivers and OS changes.

duh! he wants to build IEDs. Nokia should just put out a kit to make it easy for anyone to fight against more powerful foreign invaders.
