To make a long story short, the bathroom floor in our house of 9 years is really fucked up and we need to replace it, my point of concern for now is on the toilet pipe ring (the dirty red ring, sorry i don't know much terminology) i need to know if this red ring around the pipe in the pic is still usable or if it would be smart to replace it.

Its called a toilet flange. You can reuse it if you like.

unless it is broken or no longer securely attached to subfloor anymore you are meant to re-use it. but buy a new set of toilet bolts and of course you will need a new wax ring for sure.
