pic related, found it in my garage likely left by the previous owner. What is it? Would it be useful for a homeowner + hobbyist woodworker?
multimeter
this is a digital multimeter. the average homeowner could use this to check electrical outlets to verify function, test batteries, probe rectal temperature, ect. if at all possible, kill yourself with it. would be an excellent news story

More specifically, a cheap (around $20) multimeter with a temp probe currently plugged in instead of voltage probes. Might be useful. If there are some other probes around for it a common useful function would be the audible continuity function (red setting, lower right of knob) as it simply means the meter will beep when it sends a trickle of power all the way through something. Use for diagnosing broken power cords and the like.

Pretty sure Megger's a brand name. But yeah, that looks like an insulation/earth bond tester. Handy for PAT testing, if where you are has a requirement for it.

If I were to use OP's tool to test for a shitty circuit board, I won't get electrocuted, will I? My electric water heater keeps tripping the circuit and I think that maybe 1 of the 2 poles is messed up. I don't want to start fucking with the heater until I'm sure it isn't the circuit breaker.

Make sure you're using probes with baffles on the probe to stop your fingers sliding down onto the metal, and shrouds around the plug so there's nothing exposed where it meets the meter.

Was by my father-in-law during holydays. He was physics teacher, and had a nice collection of physics instrument, but we could not identify one (he has memory trouble now...).
It looks like an optical device : it has a small glass window, with a filamanet behind. Two electrical binding posts are available to connect the filament. Two screws seems to allow adjusting horizontality.
What is this instrument for ?

A tool is present in the box (to place a new filament in the device ?).
