It is a redneck/blue collar tool.
A tool fairly similar to that was made by Ford years ago to remove their locking hub caps. Instead of a socket end though, it had pattern needed to turn the locking nut in the center. The end of it was used to pry off the cover for that nut, and the hub cap if necessary.

It is called a "bar wrench" and is used on chain saws to adjust the bar and chain. it is also used to remove the spark plug and tighten or loosen the gas and oil cap. it is handy for lots of other things most loggers will have two or three of them in their equipment.

The little tool is mine, just a cheap little Chinese 7€ thing, but good enough for drilling PCB holes. Making a PWM controller for it tomorrow actually, trying to decide on how complicated I want it to be.
I have the supplies to make it nicely feature filled, but I think that's a job for a different day.
I guess I'll look at chemistry supply stores.
