Its maybe not as stupid as it looks, that part may well usually have been hidden by something under the panel. The problem, of course, being - short that? You're gonna take out something downstream, something big and expensive. Prob along with a few neighboring supplies. And a very pissed off employee of the supplier is then gonna come & start fault-finding..

- for free - its a pre-breaker, pre-meter tap on an incoming mains feed. At least, I hope it is, there sure as hell aint any possible excuse whatsoever for it otherwise.

(a) it'll melt, when you draw too much unfused juice on too thin a cable for your 'free' cannabis farm. See (d).
(b) it'll get you jailed, when the neighbors complain about your too loud sound system, and then someone realises, your juice was actually cut off some time back for not paying the bills.
(c) it'll get you banjoed, when whoever is responsible for the original supply finds your 'improvement' and starts following the line back to recipient.
(d) it'll short, and, in the absence of a breaker to trip, find the next best thing to blow - see previous post.
(e) it'll kill some poor unfortunate who is not expecting live screwtops hanging out of mains cable, where there definitely should be none.
