OUYA is already running a Linux kernel. It's just not running a GNU user land. You can easily root an OUYA and install busybox to get more common GNU tools.
If you want the OUYA to have a desktop environment like KDE or GNOME it's not gonna happen.

*NIX systems (mostly closed sourced purpose built forked variants using UNIX kernal) are widely used in industiral or commercial settings.
And most of the other stuff that doesnt use it directly, will still have the framework to be somewhat compatible with it.
Its been industry standard since its introduction in the 80s
It being forked and developed for being FOSS is why its so prevalent to this day.
