What are these for? Found them and they seem to be sharpening stones but not really sized for knives. Ideas?

The one on top looks like it might be for turning chisels or gouges.
Top one is for inside of gouge known as a slip stone.
Lower one is I'd guess a white Arkansas or a white washita stone for small wood plane blades and chisels etc, you could use it for small knives to I guess as long as you can pass the whole blade in a stroke.
