What is the point to running an all powerful crime syndicate when there is literally no one on your planet that can stop you? If you want money you could just demand it. Whats the point of money if you are the most powerful being in your world? Couldn't you just take what you wanted? Why go through all the stress and hassle being the head of your organization? Speaking of which, why do you need henchmen? I get that supervillians have minions, but that's because they need meat shields to soften up the heroes before they bawl. Why not declare yourself the king of the world and just sit around surrounded by luxury?

He's petty. He's enforcing the bureaucracy and he's at the top, and beyond just "strutting his stuff" he needs to know exactly how you "measure up" to his competition. forming an empire and seeing someone attack allows you to determine enemies reel quick.

it's sometimes convenient for ultraman to terrorize governments into giving him a whole lot of money and then giving money to people he wants to make do things, than it is for him to have to individually terrorize every person he wants to do something, every time he wants them to do something.
for example if ultraman wants to fuck a whole bunch of whores, he probably doesn't always want them to fuck him like he'll kill them if they don't; sometimes he wants them to fuck him like he's going to pay them a million dollars for fucking him.
or if ultraman wants some scientists to research a particular technology for him, sure he could kidnap them and threaten to kill them, or he could just pay them a lot of money, and then they'll be real enthusiastic about helping him and look forward to him visiting the job site and try to come up with ways to impress him so they get bonuses and things

Why does Red Skull have a gazillion wannabee Nazi in his fortress at the end of First Avenger? They are offered money is the typical excuse or they believe in the cause.
Why does (insert any crime boss type villain here) have all these henchmen willing to take on (insert Jame Bond, Batman, Iron Man, whomever here) even though they should expect to lose, be beaten badly, etc. Because Crime Boss offers them a ton of money, even though every henchmen has seen Crime Boss kill someone just because CB is a douchecanoe who didn't get hugged enough.
In the Silver Age, Lex, the Joker, whomever robbed banks and jewelry store, or museums, etc. Writers never got over it. It's played for laughs in Austin Powers: I want one million dollars or I blow up the planet.
