I still have those moments. Back when it was the first Iron Man movie and only the reveal of other movies, it was great, but as soon as Fury said "Avengers Initiative" in the post-credit scene, everyone's minds were blown. We knew about all these movies to come I still can't believe that they were able to take all these movies and characters and tie them together. Different anon, but I wish the dollar theater in my city wasn't such near such a shit-hole or I'd be watching movies all year long. The area is so sketchy I'll never ever go alone though and most people aren't down to tag along and risk getting jumped just to save $3-4 (not that I blame them). I've gone three times and just walking to the front doors from the parking lot is unsettling with all the people that just hang around in the lot.

There's already tension in the MCU since Sokovia. JJ, WHiH, AoS all mention this off the bat along with Pym's reaction in Antman at the suggestion to call the Avengers. Follow this with the action of DD S2 (Castle, The Hand)... the news media would be talking 24/7 about controlling these threats as we've seen hints of in the other properties. All Zemo has to do is plan and wait for the perfect moment to strike. Civil War isn't taking place over a few days, it's clearly longer with everything going on while the countries have been angry about things like Sokovia.

They just gave him a way to draw bucky out of hiding by framing him for the bombings. It also served to insert T'Challa into the events of the movie.
