Basically, After Raj tells a scary story about said table, Slinkman gets haunted by it and gets Raj to help him. They learn that in order to put it to rest they have to give the person who made it that way justice.
The culprit and reason he's like this is because Lumpus, thought the table he was eating his food on was too short. So instead of simply taking the table and using it, he chops off its legs and ties him to the table he was already using.
