Finished the first book and found it to be okay, but my question is when will it become exciting? With all of this praise, I feel like it's just a run of the mill undercover cop story, but more on the sub-par side than anything else.

I feel like the maybe 10 issues of Southern Bastards are just set up for what the series will become, because it just seemed to tell you about the coach and give motivation for Roberta to fuck shit up.
As for Scalped, I agree the first arc really didn't do much for me. I think I bought it years ago and kinda forgot about it. But when they started putting out these deluxe editions that collected 12+ issues per, it kinda hooked me. So somewhere around issue 20 really (which sounds bad for comics, but you gotta think of it in like TV terms as well. Season 1 of Breaking Bad was mediocre, but Season 2 on is great, that kind of thing)
