Probably Billy the Heretic or Hathor the Cow Goddess and similar comics, which only exist to espouse hamfisted political ideas or outright crazy paranoid delusions AND also have terrible art, layout, etc.
Overall:
Some terrible shit with stick figures and incomplete sentences/misspelled words that no one has ever heard of and is incomprehensible to almost everyone.
Webcomics are a hobby and there are hundreds or thousands of webcomics out there by people with zero skill, zero effort, very little kids, etc. so the lower limit is a bottomless pit. The vast majority of these will always remain so obscure that only a handful of people, if anyone at all, will ever see them.
Most of the replies on these threads are either b8 or are just "webcomic that I am sick of hearing about all the time" or often "webcomic that disagrees with my politics." But though plenty of the webcomics brought up here are awful, there's usually some modicum of skill just putting them together that places them above the illiterate, poorly-scanned crayon scribbles that get posted online. They're not really anywhere near the worst.

To me, truly terrible webcomics fall into one of two buckets.
First, you have the comics made by vile people whose awful personalities bleed into their comics, sone of which might be competent if made by someone less terrible but equally skilled. Tim Buckley, Aaron Diaz, Ryan Sohmer, Andrew Dobson, & Dave Willis all come to mind.
Then you have the comics that invite you to gaze into the abyss of mental illness given comic form. Jack, Hathor the Cow Goddess, Boston and Shaun, Sonichu, Concession, Pastel Defender Heliotrope, David Gonterman.
As incomprehensible and poorly made as the latter may often be, the former type disgust me so much that I'd easily rank them last.
