I like it. It makes for an interesting dynamic, and a chance for Bucky to grow as a character outside of the realm of Captain America. I'm assuming he'll get an upgraded vibranium arm in this process as well.
He serves as a good reminder to T'Challa about the nature of his responsibilities as a King and the tempering of his anger and desires for revenge in the face of having things he loves taken from him by his enemies. Bucky is the innocent life he almost took in his rash desire for recompense.

Give him some screen time, even develop him some more, but it should absolutely be a Black Panther movie. Black Panther is quite a few more movies down the line. We have Strange, Spidey, and Ragnarok in between then and now, and it's the final movie before we go into IW. That's fairly spread out. That way that can have Bucky get his arm and back into fighting shape without having to dedicate too much time into IW, which is already going to have a lot of shit going on to fit in.
