I like Lord Death Man's style. The guy's one power is that he can't stay dead. Not immortality, not invulnerability, he can still be hurt, he can still die, he just gets back up afterwards.
And he chooses to use this power by living life like he's playing Saints Row. He dresses up like Skeletor, he drives cars through buildings, he rigs hospitals to explode, he picks fights with Batman and other vigilantes basically for the hell of it, he manages to flood the lower floors of an apartment building and then stash a giant octopus down there, because why the fuck not? What possible consequences are there? It's like that episode of Family Guy where Death has to take time off and Peter immediately decides to jump off a building because he can't die.

You can go into Batman Inc pretty fresh. Morrison wrote it to where anyone can pick up issue one and proceed from there.
It's recommended that you read the rest of his extraordinary run, and Final Crisis, though. There's a lot that you'll miss if you go into issue one by itself. You'll enjoy it a lot, no doubt, but...you really ought to read the rest, first.
