Sally has a three-fold problem.
1. She's not as interesting or even as powerful as the other freedom fighters. She's supposed to be the "tactician", but we don't really see much of that. She ha arm-blades, but Antoine is way better at fighting than her.
2. Penders, Bollers, and Ian have tried everything in their power to solve the Sally problem. Penders may have foreseen some problems with Sally in the future, and wanted to kill her off. Bollers wanted to explore her monarchial side with the slap, and Ian's attempt to weaponize/roboticize/kill her again was retconned, and the arc was unresolved(but even while it was going on, Sally fans howled with indignation).
3. She was made to be Sonic's love interest or "equal", but the franchise has evolved. Sonic has female characters like Amy, Rouge, and Blaze he can have meaningful interactions with.

It starred the characters I actually cared about. Sonic, Tails, Amy, EGGMAN.
I pretended really really hard that it was basically Sonic Adventure the comic, but looking back there were some really retarded things that went on in the book because of the main writer Joe Edkin. The man new absolutely nothing about Sonic. Thought Sonic and Amy could fly. Thought Eggman in Sonic 1 was Professor Gerald. Couldn't get it through his head that there were only seven Chaos Emeralds. I liked that whenever Ian wrote the comic he put Chris way into the background and added a lot of fanservice.
The main comic has been fine since the reboot, but my ideal book would have been something closer to Sonic X, cut the fat. More emphasis on adventures though.

Dragging feet on storylines was a problem that was getting much worse as the modern run went on, and it was clearly a result of taking the wrong thing from fan feedback. Fans loved the big epic stories and they loved things coming back after years of neglect, so the book intentionally set things up to abandon forever and saved big events for the 25s. The Unleashed saga is several years long, but it's actually done much better at this since it really only used the Shattered Planet as a backdrop for other arcs.
