I can't believe he's actually watched the movies or has any familiarity with what he's talking about. There are characters like USAGent and Nuke who exist specifically to showcase what's wrong with the sort of jingoism that he's decrying here and to illustrate the difference between that sort of bellicosity and Steve Rogers as a character.
I'm not saying he's not correct in his moral impulse here; obviously America's foreign policy in the past 50 years has been - where military engagements are concerned - mostly monstrous. But as a character, Captain America has over and over again spoken against these specific excesses on the part of the US government and if anything exists as an example of what the US could be and perhaps should be; one whose primary trait is his altruism rather than aggression. And I feel that the movies have done a good job of demonstrating that distinction.
