No real continuity, every issue's plot is self-contained and stories never reference each other. Authors on this book are forbidden from making political points but are free to explore mature topics if they desire. Not sexual topics, mature topics, like what life's all about and if life is ever fair.
Most bad guys they fight are new characters designed to fight them.
Make them fight other superpowered children sometimes.
Adult villains give off creep-o bad vibes, not like they want to rape the Pack, like they want to smash little boy balls and stuff the girls mouths full of switchblades, like they're evil sadists.
Heroes are occasionally brutalized to remind everyone they're still kids and they're constantly in WAY over their heads. Everyone gets better in the next issue, though.
Once a year you do a horrifyingly tragic comic that makes everyone cry and sticks with them forever. If an author can't handle that kind of responsibility they aren't allowed to work on the comic.
Occasional nudity is allowed but not encouraged. Ideally, no one will fap to it because they're too busy enjoying the fun plots or crying because it's Tragic Month.

I wouldn't want a book. Make it a cartoon.
While I don't care for them in particular, Man of Action would probably be best for animation; something in the style of Ben 10 (the original) for character designs.
Keep any kind of crossover with other heroes to a minimum, or maybe just not at all.
Villains are another story: some cosmic villains are probably obscure enough that they could be used and nobody'd mind. Maybe a skrull/chitori, the Badoon, maybe a Damon, plus a bunch of original aliens.
At some point, other kids get alien powers and serve as kid villains for Power Pack to fight. Maybe add in an evil kid prince from space after one of the girls affection as a villain.
Kids go on their own adventures, fighting alien or alien-created threats. When not fighting aliens, they deal with school, teachers, friends, parents, etc.
Horse alien/s serve as mentor of the group, and have to be hidden from public. Maybe add a young one which can take human form to serve as the kids friend.
Stories mostly standalone, mostly lighthearted with lots of comedy, but with a heartfelt moment at least once per episode. Occasional dark episodes from time to time, with really menacing threats and high stakes.
Overarching plot of show is kids learning to use their powers while helping their town, and growing closer as a family. There's also a big alien menace in the background the horse aliens are dealing with, but that only comes up occasionally as the kids growing up is the real drive of the story.
