The problem that people had with the animation of Star Vs wasn't that it was tween animated (the Mercury animated episodes were pretty great on the animation front), it was that the episodes afterwards (the Toon City episodes) were animated with an akward blend of tween and frame by frame animation that just didn't look good and lost much of the dynamical magic that had been a highlight of the Mercury episodes.
These new episodes, now done with full on frame by frame animation, look better than the Toon City episodes in my opinion but are still worse looking than the Mercury ones.

If people think the animation for this season looks bad they must not have watched the latter half of season 1 in a long time. That had so many noticeable animation errors at times that it was kind of ridiculous, even/especially in the finale.
Just watching the first season 2 episode straight through I didn't notice any errors, which means the kind of animation mistakes being made aren't nearly so sloppy or blatant.
